With reference to Sir Louis Kershaw's letter

by the Secretary of State for India in Council to forward, for the information of Mr. Churchill, a copy of the papers
Government of India's despatch No.21, dated
the 4th March, 1921.

2. It
will be observed that that arrangement does not extend to
raw opium, and that it includes a reservation in respect of consignments imported by a Government department on Government account.
3. Letters, in generally similar terms, have been
sent to the Foreign office and to the Board of Trade.
